It is an open integrated enterprise framework for understanding health information systems. It basically tries to make you answer questions on health information systems. It is not intended for complete use rather the sections relevant to the task at hand should be chosen.

- Build and concentrate more on specifications - remove language-specific constraints (one should be able to build health information systems in almost any language)
- Allow multidisciplinary teams see each member's role more clearly

These depend on your view/perspective of things, whether as:
- Patient
- Healthcare giver
- Hospital administrator
- Systems analyst/developer

- Technical systems implementer
- Government administrator/planner
- Funder (external/internal)
- Global organization requiring reports (eg WHO)
Of course many times, we fit into more than one of these shoes.
